I'm sorrry i must not have caught the meaning of your question: you want to know if you can go ahead and translate the tutorial yourself to another language and then post it... somewhere.
The answer is, I don't know. I'm sure we'd love to get an accurate translation of each tutorial into as many languages as possible here on our site, but I don't know what arrangements would have to be made to make that work. Let me check with the right people and get back to you asap.
