I would like to give some feature requests and feedback to the Silverlight team but cannot find a forum for it.  Where is the best place for that?

You can submit all Developer Division (including Silverlight) bugs and suggestions through the Developer Division Connect site.  I found this information in Othmane Rahmouni's blog post: Submitting Silverlight Bugs and Suggestions.
