1)      There is no facility to select an entire layer/layers to manipulate timelines. Each keyframe has to be selected individually and changes made to them.

Hello, maybe I don't understand you very well. But you can select several key frames by selecting the first, hold down the Ctrl key, and select the second, third, etc. You can even use this technique to select several key frames in different timelines.
